What you need to know about PayPal

PayPal transactions are often synonymous with scams. We nearly got caught by one. Recent problems include warranty disputes, wrong items delivered, and refusals to reverse unauthorized charges. In one case a customer’s refund went missing during a PayPal-to-Chase transfer — we worked on it, and PayPal refunded the charge. The PayPal Protection plan didn’t protect another customer. And PayPal refused to return money to a customer who’d already returned her purchase.

PayPal customer service response times

PayPal’s customer service response times can vary depending on the method of contact, most users complain that PayPal’s customer service is sometimes slow and not helpful. However, here’s a general idea of what to expect:

Phone supportCall PayPal at (888) 221-1161. Phone support is available seven days a week from 6 a.m. to 6 p.m. Pacific time. Wait times are typically a few minutes to an hour during business hours.
Email supportPayPal doesn’t have a direct customer service email address. You can request a callback or message through the online contact page.
Live chatPayPal’s live chat starts with a virtual assistant. You can ask for a live agent during business hours — 6 a.m. to 6 p.m. Pacific time, seven days a week. Responses are typically a few minutes to an hour.
Social mediaPayPal is active on Facebook, X, Instagram, LinkedIn, TikTok, and YouTube. Response times range from a few hours to a day. For account issues, phone or chat is faster.

PayPal customer service policies

What is included in PayPal's privacy policy?

PayPal’s privacy policy describes how it collects and uses personal data — including name, contact details, device information, payment history, and location data — when you use its services. Data is used to process transactions, detect fraud, personalise your experience, and comply with legal and regulatory requirements. It may be shared with PayPal affiliates, financial institutions, and third-party service providers. You can manage your data rights and marketing preferences through your account settings. Residents of California and certain other states have additional rights to access, correct, or delete their personal data.

PayPal’s purchase protection covers eligible purchases when an item doesn’t arrive or significantly differs from the seller’s description. To open a dispute, go to your activity page, find the payment, and click “Report a problem.” Disputes must be opened within 180 days of the payment date. PayPal reviews the case and may issue a full refund including original shipping costs. Protection doesn’t cover digital goods, custom or made-to-order items, real estate, or motor vehicles. Chargebacks filed directly with your card issuer will close your PayPal case.

What are PayPal's terms of service?

PayPal’s user agreement governs use of its payment platform by both buyers and sellers. Users must provide accurate information and keep account credentials secure. PayPal can limit, suspend, or close accounts that violate its policies or pose a fraud or security risk, sometimes without prior notice. Disputes between buyers and sellers are handled through the Resolution Center, with PayPal’s decision generally final. Class action waivers apply. PayPal may update the agreement at any time, and continued use of the service counts as acceptance of any changes.

The worst company in the whole entire universe!! They hire complete idiots who completely don’t know what they are doing (barely even speak or understand English), give misinformation, hold on the line for hours, transfer from one to another. Absolutely disrespectful to their costumers and their time.
HORRIBLE service! I used to work with them quite a lot, but I will never ever work with this joke of a company ever again!

 by Aimee Moore

Rating PayPal is very simple, PayPal is one of the sorriest online apps that I have ever encountered. Their customer service are rude they barely speak English and they lie man do they ever lie. They closed my account that has $54 an end and they are refusing to give it to me keep in mind I know that PayPal is not a bank and you cannot keep someone's money when you close their account you have to release it immediately. So you better get to release in. Once again PayPal is one of the sorriest companies out there beware of them they're a rip off and a scam

If I could give a negative star, I would. This company has the SORRIEST excuse for a customer service department. The AI chat they use is absolutely NO HELP; it talks in circles, then pushes you off to chat with an agent, where you must wait hours to get a response or a person. If you forego the chat and call instead, the agents are even more of a headache to deal with. They talk in the same circles, and you explain that what they are saying does not reflect the situation. You leave the call with NO RESOLUTION AT ALL. This is a company that handles financial matters; they have no sense of time or urgency, and it’s baffling how terrible they are at providing viable, sensible solutions. I hate them and hate that so many companies work with them.

Absolutely, the poorest excuse for customer service in the entire world, and you can only understand their Indian accent about every third word

 by Daniel Cooper

Paypal cancelled/limited all action to my account, stating that there was strange behavior on my account. I never attempted to use it yet, I had it sitting for a few months. No one is explaining to me why my account was really considered 'Closed'. I want to give less than a star!
