Agencies frequently have contracts in place with several car rental agencies that permit travel agencies to offer their clients discounts. In addition to that, many of the car rental companies will send out monthly specials that are not advertised except via travel agencies. And in this day and age of online disservice where will you be without your travel agent!?! Chris, I think you left out one and that is the professional travel agent.
