Umm, except for a few routes frequented by business travelers flying to meetings in the morning and coming home the same day (and there aren't too many of those routes in Spirit's schedule), doesn't everyone have to bring some luggage? For that matter, people who travel without luggage are presumed to be terrorists. So, shouldn't we charge THEM more, like an extra fee that goes to TSA, to make up for the cost of the extra screening?
