Europe
Approves Passenger Rights
European Union governments gave their final approval yesterday to
legislation giving airline passengers more rights to compensation
when hit by delays, canceled flights or overbooking. The move by EU foreign
ministers means that the new passenger rights will come into effect in
2005 across the 15 nation bloc and the 10 members that join May 1. The
law will force all airlines - including charter airlines for the first
time - flying to and from EU airports to pay 600 euros ($754) to passengers
bumped off long-haul flights, 400 euros ($502) for medium-length trips
and 250 euros ($314) for short hops. The current maximum is 300 euros
($377). AP

Let's hope this effort to define the rights of the passenger
isn't as ill-fated
as the last one in the United States.

Eyeing New Hotel Fee
A move by Toronto hotels to charge a three percent destination
marketing fee is being closely followed by industry representatives
in Ottawa. Toronto hotels have volunteered to support the city's beleaguered
tourism industry by charging the fee to bring in more marketing dollars.
Ottawa's tourism industry hopes to do the same in the next few months.
On Jan. 1, more than 100 hotels in the Greater Toronto Area began charging
each guest a three percent fee. The funds generated, estimated at $15
to $16 million annually, will be given to Tourism Toronto for marketing
initiatives. Chicago

Romantic City? Poll Says Paris
Paris tops the the list of most romantic cities in a new Hotels.com
poll, followed by New York and ... Cancun, Mexico. (Huh?)
The survey, out just in time for Valentine's Day questioned more than
500 people who use the online hotel-reservation service. Hotels.com

And finally ... further evidence that our frequent flier miles aren't
worth as much as they used to be. The bulletin boards are buzzing with
complaints about Northwest Airlines' practice of charging double the miles
for an award ticket when the request overlaps with a blackout date. The
so-called "rule buster" is similar to a Delta
program I recently wrote about. Posted 7:20 a.m.
